Does "Rampage" Jackson get offered "Luke Cage"?

Is Bradley Cooper" solidified as the guy after three major hits
(The Hangover, Valentine's Day & The A-Team) as this would be his second summer blockbuster.
 
With a great script he' be a cool "Daredevil" or "Ghost Rider"
 
I also wonder if Terry Crews got looked over for "The A-Team"???
